Emptying Cache and Emptying Trash

Issue: I'm trying to empty my user cache folder. I can only delete some of the files. Also the ones I do delete don't appear in the trash.

Steps Taken:

-I have reset PRAM/NVRAM

-Restarted the computer 10 times

-Repaired disk permissions

-Repaired the disk in disk utility while booted to the recovery partition

-Reinstalled the operating system

Can someone please give me an idea of something I haven't done. I'm attaching a picture of the message I get. Notice nothing in the trash!
