How can I monitor my 14 year olds text messaging. Also what he looks up on safari. Are there any good tried and true apps?

You can set up iMessages in your own iPhone (or other iOS device or Mac) to his Apple ID and you'll see the messages he sends and receives to/from other iPhone users. There won't be any way you can see the SMS or MMS message he sends or receives through the text message service provided by the carrier.

As to web browsing, you can't monitor his browsing remotely, nor can you reliably monitor his browsing history in Safari since he can just delete it. There are child-"safe" web browsers in the iTunes Store, such as the McGruff or MobiCIP browsers, and one of them might offer an undeletable history. Otherwise you can restrict the sites he can go to, in the Restrictions for Safari if his iPhone has iOS 7, or in those third-party browers, though none of those restrictions are completely foolproof.

Regards.
