I'm looking to buy a new iPad but I want to be able to JB my device when I get it. So I was wondering if I bought a new iPad Air from apple online if it would already be updated to iOS 7.1

It depends on the manufacturing date. If it was built after March 2014 (after the iOS 7.1 release), it will come with iOS 7.1; if not, with iOS 7. Anyway, if the iPad comes with a iOS version older than 7.1, you can update it in Settings > General > Software Update.
Good luck but beware that by performing a jailbreak on a device you void all warranty and support for the device including assistance in these forums which also includes applecare if purchased, think twice before performing such an action.
It could also prevent future updates to the Ios and can cause it to brick if an update is attempted.
If I buy an iPad Air online will it ship with iOS 7.0 or iOS 7.1?
