My son's iphone never had reliable wifi so all his songs he purchased under his apple ID were never sent to his icloud. He, of course, never backed up his phone to the computer either. We reset his phone to factory settings to try to get the wifi to work. Still doesn't, but why don't his purchases songs come back when he signed in with his apple ID? Isn't there some record of what he's purchased?

If all of the songs were puchased from the iTunes Store under his Apple ID, he should be able to redownload them to either iTunes on his computer or directly to his iPhone. You may find the following article helpful:
