He would need connection to the internet to do so.
You could "track" him via Find my Friends, but as Anthony has stated you would need an internet connection. The phone would only have access to that when the phone is connected to a wifi hotspot. As the cellura service would be inoperable, the phone would not be able to connect to the net vial cellular data.
I wasn't aware that the phone had to have an internet connection to be trackable. So, if I'm in an area that does not have cell service (such as my mothers' house in remote Tennesse) my phone canot be found using find-my-iphone?

Correct. But it will be trackable if there is a wifi internet connection at your moms home (and the phone is connected to it).
