iphone say only connect with USB on hotspot

my iPhone 4s is not connecting to wifi , bluetooth and personal hotspot

for the wifi you cant turn the switch on , bluetooth is just keeps loading and for the personal hotspot its say you can only use as USB but when i do try it doest even work
