I can not restore my new iPhone using I cloud because I do not have version 7.1 on the new phone. I cannot upgrade as I a unable to get to settings.

Got a new iphone 4s but cannot restore using iCloud as the phone is IOS v7.0 and the latest update was done using v 7.1

Setup as new.

Then Settings > General - Software update.

Then Settings > General > Reset - Erase all content and settings then Restore from backup.
