Does forcing apps to close save battery life?

Does forcing apps to close save battery life? I've always heard that it does but I recently read an article saying that it doesn't save battery life. It actually uses more battery to reopen the apps. Is this true?

iPad, iOS 7.1

No, it does not save battery.

No, it does not increase battery use to start apps after shut down.
