Why can't apple fix all of the iOS 6 bugs for iPod touch 4 gen? And why can't they release iOS 7 on iPod touch 4?

What bugs are you referring to specifically?
They can't release iOS 7 for iPod Touch 4 because iPod Touch 4 doesn't have enough RAM to run it....

Reset?
Restore from backup?
Restore as new?
I have done hard resets and that's all I know. What is "restore from new" and " restore from backup" mean?
