If so, what? If Time Machine, open address book, then click on the TM icon in the dock to enter TM. Select a date before you erased them and you will see them. Click to restore and it will import them back to AB.

What happened that caused them to get erased? Are they Contacts sync'd with iCloud or iTunes? We need more info to help.

Not sure why the OP would want to do an entire TM backup restore. That would replace not only the Contacts but everything else on the Mac. If it is just Contacts that need to be restored, why wouldn't they want to use an iCloud or iTunes backup to retrieve them? (well, skip the iTunes part, since it is a Mac....MY BAD!)

As you realized, Mavericks do not support Contacts anymore for syncing or backup in iTunes.
