My wife and I are experiencing the same issues with Facetime. She's on iOS6 on an iPod Touch, and I'm using iOS7.1 on an iPhone. We cannot even call each other in the same network here. Heard from a few other friends and they are experiencing the same problem. Apple's site says the service is up, but somthing is up with it.
Your wife needs to update to latest iOS (now 7.1.1) or iOS 6.1.6 it is an older iPod.
Both iDevices trying to connect to FaceTime must be updated.

i'm long-year-user of Apple products( have almost everything) ( from Germany ) and so far so good until this now! it is extremely anoying and i feel like an iSheep too as well. Foricing people to adapt to Apple, it should be otherwise, Apple should be adapted to the customers will. I really can't find any good explanation for this, they haven't even bothered to explain to the customers why is like that now. This is definitely a bad apple!
I haven't been able to FT from my iPad mini with iOS 6 to an iPad with iOS 7 for a couple weeks. My son thinks Apple is forcing people to give up iOS 6. My husband's iPad 7 will FT with my son's 7. It won't work with my iPhone 5 with iOS 6 either. So I tend to agree with my son. Apple is forcing us to give up iOS 6.
Admittedly reluctant I gave up today and updated my wife's ipad. Facetime works like magic. Couple other small things work again. Hope not to be sleeping on the couch, but at the same time thinking right now why so much frustration... After all it is not as bad as Windows 8, that I still do not know how to be comfortable with. Please do not call me isheep, The last thing that I would see in Apple products is value. Common product is way overpriced and outdated after two at most three years.
As a 'solution' to the Facetime 'no connect' problem, stedman1 posted:

This KB article states the following:
"If you’re using OS X Mountain Lion v10.8 or OS X Lion v10.7, install the latest security updates or update to OS X Mavericks v10.9".
I'm using Lion 10.7.5, with the latest security updates. Software Update reports it's completely up to date. But my MacBook Air can't be upgraded to Mavericks. Lion is the last version of the OS that's supported on it. So it appears that if I want to keep using Facetime, I have to buy a new MacBook with a new OS.
Are there any other workarounds to restoring FT operation short of buying shiny new Apple objects?
I've now had great success when connecting with my mother. Both of us are using iOS 7.1 ... we haven't done the latest greatest update as yet.
However, for some reason, I've been unable to connect with my inlaws who are running iOS 7.1.1. I'm debating having them hook up to their computer (PC) and iTunes and do a Backup and Restore session in hopes of possibly clearing out the offending(?) certificate. Anyone have any insight into whether or not this will work? I'd hate to have to remotely describe the process to them, go through the aggravation just to fail in the end. Hrmmm ...
We as a family are having issues. We are not big FaceTime users but for the last couple weeks we have not been able to connect.
i tend to agree that Apple wants out of the IOS 6 business. I am reluctant to,"upgrade" to IOS 7 given its problems and the fact that IOS 8 is right around the corner.
I have FT all winter long using IOS 6.1.3 to iphones and ipads with IOS7. Granted I have not tried since apr 16 when the certificate expired.
but I have just now done test FTs successfully using devices I own with IOS7 to my Ipad with IOS6 that i FT'd with BEFORE Apr 16...i wonder if somehow it is " grandfathered".
Problem arose when i tried to help a friend with a brand new Ipad Air with IOS7 learn how to FT to my Ipad ( with IOS6).
It would ring but not connect...kept dropping the call.
She can FT my iphone 5C and iTouch that have IOS7 but not to my iPad with IOS6.
Interestingly, when she tries to FT using my cell number, both my ipad and phone " ring"
But i can only successfully connect by using the iphone to " answer".
I am still resisting the upgrade...bring on IOS 8 and i hope it is better...much better.
It has been a while since I checked in with this discussion. I had to remember by apple password to give
you Pat9754 a "like". Keep up the good work everyone!!. I am getting a brand new Mac HD tomorrow and I am sure I am in for a similar experience in order to keep my elderly "folks" in my furture FT communications. But it still is the best platform for what I do.. that is.. until someone sends me a FT update on my old OS(s) and they "connect" to tell me in realtime with the detailed instructions how to help "fix" my friends/families devices via remote control which is hard at times when they just want you to call in the first place. So I am doing a lot of catching up with everyone so that has been wonderful. My IPhone 5C takes some really great pics. that I then email to my younger relatives. That they then post the pics on thier FB's.

My iPhone 4S and iPad 2 and iPhone 5 Face Time not working anymore since April 16 because security certificate was expired. (iOS 6.1.3)
Apple say that iOS 6 users need to update their systems to iOS 7 to fix that issue. But I hate iOS 7 design and what the heck Apple with you? I hate iOS 7 I just want Face Time to work on my lovely iOS 6, please Apple delete certificate verification.
Apple is not here, just users like you. And they are not going to go backwards. If you want to use Facetime, you will need to upgrade to the latest software.
