Can I use a photo for picture in picture on iOS?

You can create a new project that is purely for the photo you want to add -

create this as a "movie" at the timings you require and then,

Export the movie to your camera roll at full resolution...

Pick up that video in your original project, use that movie to create the picture in picture you need... It's a workaround but it has worked for me.
