I Forget iCloud Password and can't recover it

Hi

when i buy iphone 5 i make account for icloud *********

and i make another account apple store ********

now i forgot my password for icloud and security questions and answers.

i want to change my device but i can't because of icloud account.

i have 2 emails that always make them for rescue

i tried to reset password soo many times but i didn't received any email to reset the icloud password .

Kindly help me to fix this Problem .

My cousin from Canada sent me her old iPhone (iPhone 4s). I tried to wipe it using itunes so I can keep her infos private. But after restoring factory settings, it says there that I need to enter her apple ID and password. I asked her but she said that she can't remember her password. Can I contact Apple and ask to remove her iCloud so I can use it? Can she call Apple and try the same thing? Do you know any legal process so we can remove her forgotten iCloud account? THANKS IN ADVANCE. Btw, I'm from Philippines and she's from Canada (migrated there for almost 3 years now)
