Airplay should be available on ip4 but airdrop requires ip5 or later
have you tried swiping up from the centre of the bottom of th screen to bring up the control panel and you should see airplay there

Are you connected to a wi-fi network that has another Airplay enabled device also connected to the same network?
Do you have an Apple TV for AirPlay?

For Airplay to show up on your iPhone control center, you need to have an Apple TV box connected to the same WiFi network as your iPhone.
If you have an Apple TV box that is connected to the same WiFi network as your iPhone, and Airplay does not show up on your iPhone, try turning your WiFi router off and after waiting a few minutes back on and do the same with both devices, iPhone and Apple TV. Then when you tap the control center the Airplay button should show up.
Please note that as already explained by everyone, if there is no Airplay enabled device connected to the same network as the iPhone, the Airplay button will not show up on your iPhone.
Also as already explained, Airdrop is not available for your iPhone. It requires iPhone 5 or later.
