Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If recovery mode does not work try DFU mode.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.
Itunes allowed me to make a backup of my disabled Ipod. Is that backup good for anything or will it just restore my Ipod to its disabled state and a total waste of time and space. I.E. can I backup, restore to new then restore disabled backup and get my data back.
If the iPod only says Disabled, and not also Connect to iTunes you can make a backup and the backup option will be active. The poster said his Backup option was not active.
Also for that you have had to previously synced to to the computer/iTunes library.
