can't activate my ipad. says that previous owner has it activated on their account and must remove it. i have noway to contact her because she moved out of country. Now what did I waste my money?

I can't activate my ipad due to an error that says it is still activated under previous owners account. I have no way to contact her because she moved out of country. She told me that everything was taken care of but I did have to restore it. Did I waste my money or is there a way to take care of it. thank u
