My wife keeps quite a few Safari windows open when she's doing research, and unfortunately we missed the boat on this one when we had to reboot, and failed to have the iMac open all windows open restart and also "open all windows from last session". Can we somehow recover all the open windows w/ Time Machine. I know we could painfully go through history, just wondering if there's a quicker way to recreate all the open Safari windows w/ Time Machine.

Try this..
From the Safari menu bar click History > Reopen All Windows from Last Session

That's not the same as Reopen All Windows form Last Session from the Safari History menu.
With Safari open, did you check the History drop down menu ??
Yeah, I rebooted for them when Minecraft appeared to get stuck, then I believe my son quit Safari while it was reopening, now now it only has a couple of windows that reopen from the last session.
