i have bought a used iphone4 and iphone5 and would like to register those so its linked to my account. But when i do it says device is linked to another account even-tho i have sync'd with my itunes. is there a way?

Hopefully your used IPhones are not Activation Locked, as described here:

If they are Activation Locked, return them immediately and get your money back, unless you can contact the original owner.
not activation locked. im using both right now under my att account. also using my icloud settings too.
The previous owner did not remove the phone from their account. You will have to contact them.
hi guys i got a iphone 5 second hand i went through with the previous owner to remove all his details there is no icloud no activation problems the handset is not registered under his name but when i got to apple my support profile and try to add device its states device associated with another apple id even through we have checked icloud and itunes and the device is not registered to previous owner. is there a waiting time?
The user did not remove it from their list of devices in their iTunes account. This is separate from iCloud. https://supportprofile.apple.com/
