What is this?

Recently I opened up my mid 2009 MBP came upon a strange looking ,foam like material ,laying on top of some parts (most likely capacitors resistors). And it looks like it is melting.It is located near by the battery light connector.User uploaded file I am just wondering what this is and whether I should remove it. Any ideas?

MacBook Pro, OS X Mountain Lion (10.8.2)

It is meant to be conductive. Several years ago I was replacing and internal DVD drive in a MBP and I noticed in the instructions that there was this 'grounding pad'. This was after I had finished the installation and closed everything up. I dutifully reopened the MBP in search of the pad with not success. Then I contacted the technical support unit about the missing pad and was advised that it really was not essential since the components were well grounded already.
