Q: can ipad to make a phone call

I am using ipad for internet browser by using either wifi or Broadband SIM Card & my question is if I am using Telephone SIM Card are the call can be made by Ipad? and how about Whatsapp are this application will work on Telephone SIM card on Ipad 2?

an ipad isn't an iphone.

You can use ipad for facetime calls.

Not exactly. You can use FaceTime Audio to call other Apple users, and you can download Skype to call other Skype users. There are probably similar programs as well.
