Q: How can i reset my iphone using icloud but dont have the device

how can i use my icloud accout to reset my iphone 4s when i do not have the phone i sold it before i reset it and they need me to reset it from my pc

Follow the steps listed under "If the previous owner is not present" in this article: http://support.apple.com/kb/TS4515. Use the appriate instructions based on whether or not you already erased the phone.
