My iBook is not available in Indian iBooks Store

I have written a book using iBooks Author. I also published it on iTunes Store with a Free iBooks account. It shows it has been published on 51 stores which does not include India.

But this link: http://support.apple.com/kb/TS3599 says that I can buy Free iBooks in India. Then why is my iBook not available in Indian iBooks Store.

Despite what it says in TS3599, I think books created with iBooks Author are only available in the 51 countries named on that list, free or not.
