email app stalled - Can I re-install the email app without re-installing the whole iphone

I was trying to send some photos via email. It asked if I wanted resize. Then locked up. When I try to open the App I just get an empty screen which closes after about 30 secs. I have tried turn off/on and reset with Home and Sleep/Wake. I also updated OS to 7.1. The email App is still not working.

Can I re-install the email app without re-installing the whole iphone?

iPhone 4, iOS 7.1
