I can receive email on my IPad Mini but I cannot send mail. I get an error message saying "Cannot send mail - The user name or password for ... is incorrect"

Probably the outgoing email parameters in your email account are not setup correctly in Settings > Mail, Contacts, Calendars > your account.
Check them for accuracy.
