i have deleted hd macintoch partition and installed windows, How i can install mac OS without disk utility? so i don't have access app store and disk utility.
i don't have dvd driver and internet speed is slow. but i have dmg of mac OS.
i tried poweriso and trancmac but doesn't work.

Where did you obtain the .dmg? And what exactly is it a .dmg of? A Mac OS installer disk? The Mavericks installer?
Have you tried booting into internet recovery (option-command-R at restart)? Slow, perhaps, but it might work.

i don't remember which site it was but said that it's from app store. it is probably Mac.OSX.Mavericks.10.9.2 installer.

You can't boot from a dmg. If it is truly an installer (which wouldn't have come from Apple in any way), you would have to burn it to a disk or transfer the contents onto a USB stick. I'm not sure how you would do that.
My guess would be the dmg isn't actually a bootable image. I don't even know if you can make a boot disk dmg.
What is the error you get on Internet Recovery?
Try restarting your Modem and Router, then try again.
