It sounds like you are unable to turn on Wi-Fi on your phone but it is not grayed out, due to this error message. I recommend these troubleshooting steps from the article named:
iOS: Troubleshooting Wi-Fi networks and connections

- Restart your iOS device.
- Turn your Wi-Fi router off and on2. If your ISP also provides cable or phone service, check with them before attempting this step to avoid interruption of service.
- Update your device to the latest version of software.
- Update your Wi-Fi router to the latest firmware2. For AirPort Base Stations, install updates using the AirPort Utility.
And
- Reset network settings by tapping Settings > General > Reset > Reset Network Settings. Note: This will reset all network settings including:
- previously connected Wi-Fi networks and passwords
- recently used Bluetooth accessories
- VPN and APN settings

I'm also having this issue, I completed all steps in your response but the wifi is still grayed out. Any other tricks to try?

and the only thing that works for a little while, was putting the iphone in the refrigerator for 20 minutes, after restart it again, and wifi works for another 20 minutes ..... i was on a chat with apple support yesterday .... and they don´y have a clue about it !!!!!!
