How to stop speech recognition

Every time I restart my computer the speech over starts up again. I have gone into activity monitor and stopped it from there. But it keeps happening everyitme I start the laptop.

Open System Preferences then select the Accesibility panel:

Change the "Speakable Items" radio button to "Off"
