I was travelling out of station and was having food in a restraunt. I forgot my iPhone 5S there and when i went there back, i was stollen!
So, i want to know that can apple block the iPhone so that no one can use it????
I have contacted my carrier and they have blocked the sim card.

No. Hopefully you had FindMyiPhone enabled. If so, it cannot be used.
I have contacted my carrier and they have blocked the sim card.
Actually, they turn off the SIM card and block the phone IMEI so teh phone cannot be used, even with a new SIM card.

Now make sure you have Settings > iCLoud > FindMyiPhone enabled.
