I have restrictions set on my daughter's ipad mini, I go into restrictions and its asking me for the 4 digit passwork, I cannot remember it and it's locking me out when I try it too many times....

Unfortunately, if you can't remember it, you'll have to restore it using a backup that was made prior to setting the restrictions passcode on it, if you have one. If you don't have a backup from before you set the restrictions passcode, you'll have to restore it without using a backup and start over. (You can still save some of the data before doing so, such as importing photos to your computer as explained here: http://support.apple.com/kb/HT4083.)
