ipad is frozen with itunes logo, how can I restor from an icloud backup using another computer?

You don't restore an iCloud backup using a computer. Connect the iPad to your computer and open iTunes. You will probably be prompted that your iPad is in recovery mode and must be restored. If so, follow the prompts to restore it. Then set it up as a new device and disconnect it from the computer.
Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the iPad and when given the option, choose Restore from iCloud Backup and follow the prompts. Be sure the iPad is connected to wifi and your charger while restoring the backup.
