I really want the iOS 7 update for my iPod touch 4th gen but I'm not sure how to I currently have the update of 6.13 I believe so, but the iOS works to my preference and I was wondering how I can get this update

As apple posted on their website since last June, the only ipod that is compatible with ios 7 is the 5th gen
Hey Appleaapa, It's a matter of RAM. iOS 7 requires 512MB of RAM, currently, only the iPod 5 has 512MB of RAM, the iPod 4 only has 256MB of RAM, and there is no way to increase the RAM in iPods. Sorry.
