My Friend from US gave me a IP4, Imei number is 012844002153861. I don't remember the icloud account because before active the IP, i great a account Icloud. But i am not sure this IP will ues my account. If possible, you can send icloud account to the email that used registry this devide. it is ok, because I will contact with them to give the icloud.

No one can send this to you. If you don't know your iCloud ID, you can try to find it as explained here: http://support.apple.com/kb/HT5625. If you don’t know your password you can reset the password as explained here: http://support.apple.com/kb/PH2617.

ok, I don't want to get Password. I only want to know the name of Account that registry this devide. I will contact them to give me the Pass. How to show the Icloud account on the website with Imei Account?

I'm afraid that you can't get the ID or password from anyone else. Only the person who originally activated the phone can give you this. They either have to provide the ID and password, or erase the phone and remove it from their account as explained here: http://support.apple.com/kb/TS4515. No one else can help and there is no way around this.
