insecure setup item disable when starting the macbook

Each time I start up or restart the macbook it shows the yellow icon and title is Insecure Startup Item disabled with a mesg "/Library/Startupitems/HWPortDetect" has not been started because it does not have the proper security settings.

Infact 2months ago i got my macbook reformat and after a month i recv the software update and i updated but could not use internet via my digi broadband. I took back to Machines and the customer services help me to settle it. They told me that when i do software update my broadband wasnt updated and he then updated it. Since then i realise after few days when i startup my macbook and this mesg appears with the yellow triangle image. My internet is getting slower each day and everything i open via safari will be slow forever till i have bad headache just to open my yahoo mail or facebook. My last resort is to get back to machine again i guess.

I wanted to upgrade the OS X Mavericks as its compatible to my version Mac Os X 10.6.8 but i have to wait for a long time and it will be repeated the same thing like asking for my Apple ID then Review than ask me to cont to next page where its not free as what its shown. i just need my macbook to be fast on internet. How do i do that. I have spent much money in repairing and reformat at Machine centre...please advice whats the best and fast.
