Not allowing downloads or updates?

When I try to purchase a new app and press the download button. The button just goes back to the price? I've tried updating apps and it won't let me and also downloading previously purchased apps but it simply doesn't download at all???

I've tried resetting, turning it off, closing the apps but it didn't work ??
