I.E. I have photos from my events and photo stream I want to add to an album called "Skiing"
I try to draging and dropping the photo and it will not add; even if I drag directly from the library.
Very frustrating.

Does this only happen with your current iPhoto library? As a test, create a new iPhoto library, add a few photos, and try to drag photos to an album. Does it work?
If yes, repair your current iPhoto library:
When I try this inside of iPhoto nothing happens. When I try it in the finder I get the following:
"Do you want to switch the current iPhoto Library from “iPhoto Library” to “iPhoto Library” and relaunch iPhoto?"
The relaunch button is highlighted.
Could this be part of the issue??
Sorry, I should have added, that you quit iPhoto before launching into First Aid Mode. Press "Cancel" and quit iPhoto, then
I'm not clear on what you are doing
But as a test quit iPhoto, depress and hold the option key while launching iPhoto - at the bottom of the resulting select library window use the create new library command and create a new test library - import a few photos into this test library - see if the problem is repeated in the new test library or not and report back here with the results

All I am trying to do is copy a photo from my "Photo Stream" to an existing album.
Each photo I try to drop into the existing album makes it's own "Untiteld" album.
I tried repairing the data base, same issue.
I made a new test library, imported some picts, created an album to store them in, dragged from the events window to the album; same results.

Sound like you're trying to drag a photo to a folder which will automatically create a new album in that folder titled "Untitled". Make sure it's an album and not a folder you're trying to drag to.
OT
iPhoto 11 9.4.2: When moving photos from the main viewing area to an existing album, an "Untitled" album is made. I am holding the photo until the " " sign appears. I can't get the photo into the existing album.
