Q: I followed the above but itunes states "an unknown error occured" (23)...now what?

My iphone 4 is disabled. I followed Apples recommendations about connecting to itunes states; however, i receive a message stating "The iphone could not be restored. An unknown error occured(23). Now what can I do?

iPhone 4, iOS 7.1
