links don't work in preview

I find that preview is more friendly than adobe viewer with speed and ability to work with the trackpad. I can't use it with some pdf's because the links that work fine with adobe don't work at all with preview.

The following .pdf is one I wish I could use with the standard safari preview plugin and I find the links will only work with adobe.

Please tell me if I am missing a setting somewhere or if it's a malfunction in preview.
