applescript editor is corrupt, how to delete it

My Applescript Editor is corrupt, it crashes when I try to open dictionaries and scripts have stopped working. I finally realized this after importing another copy of Applescript Editor from another computer and everything works fine with the new version. However the system refuses to allow you to overwrite the one in the Utilities Folder or to delete it. How can I delete it?

OS X Mavericks (10.9.2)

There normally aren't any special permissions for the AppleScript Editor.app, so if you have administrator privileges, you should be able to delete it - is it locked?

If you're sure you have a corrupt built-in application and you don't know why, then you should reinstall the OS. You have no way of knowing whether other files are corrupt.
