can i start numbering footnote on 2nd page?

Click the Document button in the upper right corner. Choose the Section tab. Select: Headers and Footers - Hide of first page of section.

I am guessing you don't mean "footnote" you mean "footer".

A footnote is a numbered reference to a passage in the text itself, placed at the bottom of the page with amplification, but not in the footer which is a recurring text at the bottom of the page of a section/document.
