In-App purchased errow

I bought a in-app purchase, but it did not into my account, then I bought it again, It said "you have already purchased this In-App Purchase but it hasn't been downloaded". what is this mean and what should I do?

iPad mini (Retina) Wi-Fi, iOS 7.1
