I have iWork '09 on DVD, but did not get around to installing it before upgrading to Mavericks. I understand there is a free upgrade of iPhoto to iPhoto '11 for those who own iWork '09. Is there a way I can get there or do I need to buy iPhoto '11? Thx.

Where do you understand that iPhoto '11 is free tor iWork '11 owners? I have never head of that - or of any combination iLife/iWork deal
As far as I know if you own iPhoto '09 you must purchase an upgrade from the app store to upgrade to iPhoto '11

But in re-reading the Macworld article he referenced, I believe it is probably only iLife owners who can upgrade iPhoto free.
It is only free for iLife '11 owners
iLife '09 owners must pay for as ungrade as has always been the case - upgrades are purchased - updates (same major version) are free
