You have run into Activation Lock, a new security feature in iOS7. You
need the AppleID and password used to activate the iPhone or it will
be useless to you. There is no workaround.
If this is a used iPhone, return it for a refund or get the original owner to help.
If you purchased the iPhone new and can prove you are the original owner,
Apple may be able to assist. Take the iPhone and your proof of original pruchase
to Apple for assistance.
How was your iPhone unlocked? Is your iPhone jailbroken or modified to work
with other than the original wireless provider?
