It would appear to be an error messages about FaceTime or iMessages which could eb on either of the above device types.
Accessibility is a phrase Apple use to help Users with either Seeing or Hearing difficulties and the ability to change the look and sound of the Mac via a System Preferences pane to help with those.
Users and Groups on the Mac is about adding or deleting other Users on the Mac, again in a System Preferences Pane.
Neither will effect iMessages or FaceTime in relation to the error message.
Where exactly are you seeing this message ?
