Photos do not resize when I turn my phone

I was reluctant to update to os7. I like to wait until the bugs have been worked out. I thought it was safe and updated recently. Only to have a weird thing happen. When I'm looking at a photo and I turn it to see it larger because it's a horiz photo. It will not work. If I'm watching on youtube video I cannot turn the phone and see it horiz. I have to view everything vertically and it's driving me insane!

I checked the reduce motion setting people have suggested for the wallpaper problem and that isn't it. I don't even know what the wallpaper issue is. And that's all I can find when I search this issue. Please help!
