saying i have 21GB of 'other' on my phone when i try to put music on and no music is on my phone currently

I have recently added new music to my iTunes and wanted to sync it onto my iphone, however now it says I have 21GB of other on my phone and when i check on my phone there is no music on my phone. I have tried resetting and restoring my phone etc but still says i have 21GB of other. On the 'On this iPhone' section on itunes my music will show up saying that it is all on my phone however when i go on my phone it doesnt appeasr in music. I have made sure all the song are set as a music format etc but there is still no luck.

iPhone 4S, iOS 7.1

Try restoring your iPhone and set it up as new and then perform the sync. Typically that Other is contacts, calendars, messages, emails and their attachments, Safari Offline Reading List, settings, and other system resources and sometimes it can be an issue where the sync did not complete and if restoring your iPhone and putting your backup back on it did not work, then there is something with the software and needs to start fresh. Or try and restore from an iCloud back up if you did it from iTunes or vice versa.
