IF as I suspect, you refer to iTunesProducer and you have reached the section to insert your ibooks file, its not drop in or slide in. It is ( for me at least ) already showing and next to it the sample book also. If this is what you are trying to do, click the box and navigate to where your book files are located.
If this is not your problem, then you need to be more specific and if possible include screen grabs.

Sorry, I was somewhat distracted when I posed the question having been wrestling with it all afternoon. Yes, I am using iTunes Producer and have filled in all the information requested including cover art. The file is saved in iBooks format.
I click on Files at top left, which I assume to be the thing to do, and get a a new page showing red circle with a number 1 in it. Clicking on that produces this :
"Drag and drop the full book that will be used on the iBooks store. Books can be in the EPUB or iBooks format. Submitting a new book version will replace the existing version on the iBooks store.
Missing required field: Publication. "
I have tried to drag and drop the file into the box on the left but it won't allow me to. Clearly something is missing but I don't know what. I am just baffled as to what is wanted.

Inside the "engine room" that drives the book file - its not too different the files that drive a website!
The upload analysis as found an error and if you do not know how to edit the raw files, it may take some working out.
It may be that you have added an image or a video which is showing as "Line 57 column 29: element "data_file"
Have you added any files other than text?

1 Cover image size 1400 minimum x 1830
5 (it says upto 5 actually) screen shots size 2048 x 1496
The screen grab you show - display the area where you drag and drop...
1 your book -
2 Users of iBooks Author are expected to also insert a Preview or Sample book consisted od 1 chaper or other content not less than 16 pages. This is for paid books, obvioulsy from free books.. sample are not needed.
The rest you input as you go along.
