how to activate ipad if apple id didnt work on it.

ipad didn't activate and it say to put start with tamang apple id but i don't have it that apple id. i just have ***** but when i put this its say this shouldn't unlock by this id. i feel worried i can't buy new one and i dont have money to buy and im 16 year old. if you help me to get on this i will do your help what can i can do i will.....but please help me serial no:F4*******194 ..... model A1432 ( 1p) part no:MD529LL/A ipad mimi wi-fi 32GB black ipad.........if you can do something by this information please do something by dawa tamang call me if need something to know *****....
