Can I activate an Iphone 4 in Guatemala?

I sent an old Iphone 4 we had to Guatemala for someone there to use and now they said they are being told they cannot avtivate it. Something to do with it not having a sim card? Anyone know if it is possible to activate there and how to do it?

iPhone 4, iOS 7.1

If you sent them an old iPhone 4 that was used on AT&T you would have needed to unlock it first before sending.

If the phone was a Sprint or Verizon model, it can't be used overseas.
