If I do this can I reload all my apps in there current state? 1) I don't want to pay for all those apps again, and 2) I have games I've been playing for months I don't want to lose.

Once the phone is up and running you can try and restore your backup again.

Can you use a friend's or family member's computer?
If you have an Apple Store nearby, they may help you.
