Why does the NBC sports network have an app for the iPad and iPhone, but not Apple TV?

Apple TV is currently not open to app developers.
then why do I get new apps on my Apple TV from time to time?
Apple developes and releases these apps not the third party developers that develop and release iPod/iPhone and iPad apps.

I imagine there are a lot of copyright issues.
Apple TV channels are gradually increasing, so I am sure they are working on increasing Apple TV content.
